Default How to get blog backlinks

I'm very interested in getting blog backlinks from authority sites like .gov and .edu as well as high page rank blogs with a lot of traffic. Does anyone know if there is a real advantage to getting .edu and .gov backlinks.

And... any authority blogs that do not use the no follow tag so I can comment and get some PR power.

I don't think there is any intrinsic advantage to .gov or .edu over .com if the pages have the same PR. However, people covet .gov or .edu backlinks because they usually have higher PR than their .com, .net,.org counterparts.
